Is the FX 1 a formula 17 boat and if so how does it compare to the others, esp the N17?

The FX1 has a smaller sail and shorter mast. I've sailed against an I17 and noticed a big difference in light air. As the wind picks up, the FX1 can hold it's own against F18's as long as you don't have too much weight on it.

I do not believe there is such a thing a formula 17 class, and in fact both the F17 and FX1 are one design.
