51 photos - Wed, Oct 19, 2011See latest photos »NEW YORK (Reuters) - The United States will likely suffer the loss of its triple-A credit rating from another major rating agency by the end of this year due to concerns over the deficit, Bank of America Merrill Lynch forecasts.

The trigger would be a likely failure by Congress to agree on a credible long-term plan to cut the U.S. deficit, the bank said in a research note published on Friday.

A second downgrade -- either from Moody's or Fitch -- would follow Standard & Poor's downgrade in August on concerns about the government's budget deficit and rising debt burden. A second loss of the country's top credit rating would be an additional blow to the sluggish U.S. economy, Merrill said.

"The credit rating agencies have strongly suggested that further rating cuts are likely if Congress does not come up with a credible long-run plan" to cut the deficit, Merrill's North American economist, Ethan Harris, wrote in the report.

"Hence, we expect at least one credit downgrade in late November or early December when the super committee crashes," he added.

The bipartisan congressional committee formed to address the deficit -- known as the "super committee" -- needs to break an impasse between Republicans and Democrats in order to reach a deal to reduce the U.S. deficit by at least $1.2 trillion by November 23.

If a majority of the 12-member committee fails to agree on a plan, $1.2 trillion in automatic spending cuts will be triggered, beginning in 2013.

Those automatic cuts, mostly in discretionary spending, would weigh further on a fragile U.S. economy, Merrill said. In the same report, the bank reduced its 2012 and 2013 growth forecasts for the United States to 1.8 percent and 1.4 percent, respectively.

If there were a downgrade, it was not clear which ratings agency would move first.

Moody's Investors Service, which has a negative outlook on the United States's Aaa rating, said it is looking at several other factors, including the results of presidential elections and the expiration of the Bush-era tax cuts late in 2012, to decide on the rating.

"It's not that we're waiting just for this committee to decide on the rating," Steven Hess, Moody's lead analyst for the United States, told Reuters in an interview last week.

Failure by the committee to come up with an agreement, he said, "would be negative information but it is not decisive in our view about the rating."

To be sure, Hess did not rule out the possibility of an early move on U.S. ratings if the country's economy slips into recession. So far, however, the economic performance "is certainly not super positive but not a disaster either," he said.

Fitch Ratings, on the other hand, still has a stable outlook on its AAA rating on the United States, meaning it is more likely to revise that outlook to negative before actually downgrading the rating.

In its latest report on the United States, Fitch says a "negative rating action," which could be only an outlook revision, could result from a weaker-than-expected economic recovery or by failure by the bipartisan committee to reach agreement on at least $1.2 billion in deficit-reduction measures..

An Obama administration official says President Barack Obama will announce new rules Monday to help homeowners with little or no equity in their homes refinance their mortgages to avoid foreclosures.

The new program will apply to homeowners with federally guaranteed mortgages who are current on their payments. It cuts the cost of refinancing and removes caps for deeply underwater borrowers.

Republican frontrunner Mitt Romney has raised less than half that much from Wall Street, around $7.5 million. A top banking executive and Obama fundraiser told the Washington Post that reports of Wall Street antagonism toward Obama "are exaggerated and overblown ... Regarding pay, there also seems to be some misunderstanding. The five departing members were full-time contract employees until September 11, 2011, when they were asked by the national team to temporarily “go offpayroll”, possibly until the middle of October (2011), due to financial concerns within the campaign. Moreover, Chidester voluntarily took himself off payroll (retroactive to September 1, 2011) for the remainder of the campaign in an effort to help the campaign financially. Some members went back on payroll for Congresswoman Bachmann's most recent trip; but to date, no member of Team-NH has received any notification to continue employment - yet another failure by the national team to communicate with Team-NH. Recent statements by some members of the national team regarding the employment status of Team-NH were dishonest and belittling, but indicative of the larger problems that led to Team-NH's departure.

It's near midnight, and I'm holed up in a rickety hotel in Proserpine, a whistle-stop town on the northeast coast of Australia. Yasi, a Category 5 hurricane with 200-mile-per-hour winds that's already been dubbed "The Mother of All Catastrophes" by excitable Aussie tabloids, is just a few hundred miles offshore. When the eye of the storm hits, forecasters predict, it will be the worst ever to batter the east coast of Australia.

I have come to Australia to see what a global-warming future holds for this most vulnerable of nations, and Mother Nature has been happy to oblige: Over the course of just a few weeks, the continent has been hit by a record heat wave, a crippling drought, bush fires, floods that swamped an area the size of France and Germany combined, even a plague of locusts. "In many ways, it is a disaster of biblical proportions," Andrew Fraser, the Queensland state treasurer, told reporters. He was talking about the floods in his region, but the sense that Australia – which maintains one of the highest per-capita carbon footprints on the planet – has summoned up the wrath of the climate gods is everywhere. "Australia is the canary in the coal mine," says David Karoly, a top climate researcher at the University of Melbourne. "What is happening in Australia now is similar to what we can expect to see in other places in the future."

As Yasi bears down on the coast, the massive storm seems to embody the not-quite-conscious fears of Australians that their country may be doomed by global warming. This year's disasters, in fact, are only the latest installment in an ongoing series of climate-related crises. In 2009, wildfires in Australia torched more than a million acres and killed 173 people. The Murray-Darling Basin, which serves as the country's breadbasket, has suffered a dec­ades-long drought, and what water is left is becoming increasingly salty and unusable, raising the question of whether Australia, long a major food exporter, will be able to feed itself in the coming dec­ades. The oceans are getting warmer and more acidic, leading to the all-but-certain death of the Great Barrier Reef within 40 years. Homes along the Gold Coast are being swept away, koala bears face extinction in the wild, and farmers, their crops shriveled by drought, are shooting themselves in despair. full article

TSA Releases VIPR Venom on Tennessee Highways

If you thought the “Transportation Security Administration” would limit itself to conducting unconstitutional searches at airports, think again. The agency intends to assert jurisdiction over our nation’s highways, waterways, and railroads as well. TSA launched a new campaign of random checkpoints on Tennessee highways last week, complete with a sinister military-style acronym--VIP(E)R – as a name for the program.

As with TSA’s random searches at airports, these roadside searches are not based on any actual suspicion of criminal activity or any factual evidence of wrongdoing whatsoever by those detained. They are, in effect, completely random. So first we are told by the U.S. Supreme Court that American citizens have no 4th amendment protections at border crossings, even when standing on U.S. soil. Now TSA takes the next logical step and simply detains and searches U.S. citizens at wholly internal checkpoints.

The slippery slope is here. When does it end? How many more infringements on our liberties, our property, and our basic human rights to travel freely will it take before people become fed up enough to demand respect from their government? When will we demand that the government heed obvious constitutional limitations, and stop treating ordinary Americans as criminal suspects in the absence of probable cause?

The real tragedy occurs when Americans incrementally become accustomed to this treatment on the roads just as they have become accustomed to it in the airports. We already accept arriving at the airport 2 or more hours before a flight to get through security; will we soon have to build in an extra 2 or 3 hours into our road trips to allow for checkpoint traffic?

Worse, some people are lulled into a false sense of security and are actually grateful for this added police presence! Should we really hail the expansion of the police state as an enhancement to safety? I submit that an attitude of acquiescence to TSA authority is thoroughly dangerous, un-American, and insulting to earlier freedom-loving generations who built this country.

I am certain people will complain about this, once they have to sit in stopped traffic for a few extra hours to allow for random searches of cars. However, I am also certain it merely will take another "foiled" plot to silence many people into gladly accepting more government mismanagement of safety.

Vigilant, observant, law-abiding, gun-owning citizens defend themselves and stop crimes every day before police can respond. That is the source of real security in America: the 2nd Amendment right to defend oneself. The answer is for people to be empowered to protect themselves. Yet how many weapons might these checkpoints confiscate? Even when individual go through all the legal hoops of licensing and permits, the chances of harassment or outright confiscation of weapons and detention of citizens when those weapons are found at a TSA checkpoint is extremely high.

Disarming the highways and filling them full of jack-booted thugs demanding to see our papers is no way to make them safer. Instead, it is a great way to expand government surveillance powers and tighten the noose around our liberties.
