Is the dolphin striker the part that comes does right underneth the mast from the crossbar and a caable run through it to each side of the frame?

nope

only used with the H14 turbo, or any H14 with trap wires

The dolphin striker keeps the front frame from collapsing when under load. You really need one if you plan on hiking out on your 14. With all the added load on the mast step, it makes the front frame bow down and could break it. Also, the dolphin striker keeps the hulls from spreading apart as the frame bows. Don't over-tighten the striker--to adjust it, make it snug while the mast is down. That should keep your hulls in line so they won't get out of whack when you put the mast up.
