The Small Catamaran Handicap Rating System generates ratings using direct measurements of a class and several formula elements to compute the rating of a class. The formulas are modified so that the rating matches the real world targets from race data. The final formula is published and it is transparently applied to all designs to create a ratings table. Complete reviews are called for as needed.

For 2012, The Technical committees of SCHRS and TEXEL worked closely to reach a consensus between the two measurement systems to minimize sailors arbitraging the game. SCHRS used a large amount of data collected in France to improve the accuracy of the ratings table. The 2012 SCHRS table addressed several issues including the speed improvements in the F18 class and the design differences between current formula classes and classic designs.

SCHRS features are:
• Transparent application of a common measurement rule to all catamarans.
• Conversion table for USA specific boats for instantaneous adoption.
• Immediate and straight forward inclusion of any new design rating.
• Periodic review testing the accuracy of the ratings with real world results.

Radical changes were made to the SCHRS ratings table for 2012 based on
a) thorough rethink b) technological improvements especially square top main and boards c) change from Olympic sausage and triangles to upwind/downwind and vetting the ratings between original performance data and new French data.

For US Sailors... the Hobie 16 was rated much slower. The F18 was rated about 3 percent faster

All boats sailed for 60 minutes and so BCE is the actual time on the water you need to save to equal the slow boat.
