The templates shall be those obtained through the National Authority.

So, it looks like amateur building is allowed, but you'd need to contact either
info@sailing.org or your local national authority. I'd start by contacting the recognized Tornado measurer closest to you, whose contact info is available at
www.tornado.org, since they at least know how to get the templates. I would expect that you'll have to pay a fee to copy the plans and templates, and you might have to pursuade the powers that be that the rules allow amateur builders to have a copy of the plans.
