Our working sails were done with Signwriting Vinyl. Our spinakers had the images cut and sewn into them.
I have not had any experience with painting sails, but my recomendation would be to start calling up sail makers. Check this out -

http://www.northsails.com/australia/Alternatively, talk to a sign writer. They can also do 'Digital Imaging' where they can print photo quality pictures on sign writing vinal or canvas.
"For full colour printing we can take most graphic formats such as .jpg, .gif, .tif, .eps, .ai, and most bitmap or vector formats. We use an IBM format but can usually convert from MAC (not always). We also have scanners and can scan "Camera Ready" art. The better the original art the better the final result.
Artwork can be supplied on a computer disk (your hard drive), zip disk (100MB), 3.5" floppy disk (1,44MB), CD. You can also e-mail your file (if the size is less than 2MB)"
