In Virginia Beach no cat parking is allowed on the southern, commercial (i.e. boardwalk) section of the Atlantic oceanfront. A City permit/sticker system is still in place for the northern, residential Atlantic oceanfront (though rarely used anymore). The permit is yearly, about $30 and good for the summer. Boats are supposed to be off the beach by, like, 1 OCT. Unregulated cat parking is allowed on the Chesapeake bayfront. Some of the gentry get their panties in a wad about the appropriate use of a public beach but generally, if you tie up your halyards so they don't bang, it's not a problem.
