No I don't think USS is setting itself up for failure, it is merely pursuing an autocratic course of administration and has no intention of being answerable to the membership.
Maybe if you stop posting inflammatory things like this, that wouldn't happen as often. Call me crazy...
Why don't you just pick up the phone and talk to Jack yourself? You'd quickly find that you couldn't be further from the truth.
