This was all I had in mind to begin with. It would function as a road map of sorts. Anyone with military experience will be familiar with a TO&E.

Later it can be very useful to improve efficiency by suggesting combinations of departments and staff.

Frankly, I'm surprised I couldn't find one already in existence; surely there is one.
