I always carry a drink in our tramp pocket and have never expereinced lossing one overboard when using it.
If you are concerned about losing one why not but a camelpack in your tramp pocket or sew or strap one to your tramp. That way you remain ISAF legal.
I understand why this might be inconvinent for long distance races and may be there should be an exemption for them.
The reason why they were banned was to remove any advantage someone might have wearing one. Also for safety concerns when sombody is trying to climb back on their boat.
If they were to be made legal a weight limit must be aplied. Also they should be worn on the outside off all garments with a quick release strap for whenever you may need it.
