In The Netherlands most insurance companies start paying from a certain amount of damage (own risk) with special clauses for mailsails.
(eg. with €1000 of damage they pay €600 if you have a €400 own risk policy (which most people have).)
Same here, you can usually specify what level of "deductible" (own risk) you want. You usually have choices of $250, $500, or $1000. I started with $500 with progressive but after two years, they've reduced it to $250 without increasing my premium. In two more years, my deductible will be $0.
