I think that must be the 6.5% sales tax for the boat he is currently sailing. The registration fee is very minor, but he has to pay the sales tax before he can register it.

Back when I had a job, I worked with the DNR and equivalent agencies in several states across the South while investigating hazardous waste sites. The DNR Karl encountered (Game Wardens are employees of DNR) does valuable work that should be funded to the benefit of all Minnesotans.
