I'm headed to norfolk with my hobie 16 to take a cousin sailing. does anyone have suggestions on where to put in?

The best in Va Beach is the Albemarle St. access on Chicks Beach on the Bay. It is off of Shore Drive near the Lesner bridge.

I don't know of many specific places in Norfolk, but when you come over the bridge-tunnel from Hampton, take the first exit and there is a really nice boat ramp on Willoughby Spit. Back in the protected 'bay', the sailing is great because there is usually wind and the water is flat.

Norfolk has a little known (even to the police, unfortunately) city code that allows one to launch and retrieve a boat from any public beach by motor vehicle. My buddy used to drive right onto the public beaches in Ocean View to launch his jetskis. I was skeptical but looked it up online and found it was true. You need 4WD of course. My jetski buddy always kept a copy of the ordinance in his glove box to avoid a police citation though.
P.S. Don't try this in Virginia Beach!
