You are being hit with two different corrections for the same infraction of the class rules? Either you have won too many trophies in the past or the group is suffering from mindless application of correction factors.
YES! In fact, the most recent sailing instructions handed out pre-race specifically spell out the double hit. The RC take is that
1) I am light weight as a solo and
2) I violated class rules by not having 2 aboard.

As for changing the snuffer, you might look at the specific precedent that exists for style changes from class equipment in the MN rule. You take a Portsmouth penalty "For non-class legal mainsail, of same sail area or less than class legal mainsail...". For the snuffer, the rule says, "Any other deviations from standard class configurations...can be assessed a penalty of at least 0.995." Where should it stop? Remember too, it also says, "Multiple deviations may incur multiple penalties. Penalties may be greater than 0.995." If you piss of the RC they could really screw you!
Most of this stems from our ex-commodore being pissed off by losing his sacred Portsmouth plum of calling his solo-sloop Dart 18 a "uni with added jib" and thus avoiding any modification penalty for sailing solo. The new tables say that if your class rules don't have a minimum crew weight then you must take the L4 hit if you sail solo. Blaming me for getting the rule changed, the payback is this trivial penalty assessment for the other solo sailors who readily take their L4 lightweight penalty but now must have their noses tweaked with the extra 0.995.
