You see at the top of the results sheet it says "Ties not resolved!". This is because the results have been done with TopYacht and you actually have to pay extra money to the developer to get the tie resolving software to work.

So in this case TopYacht knows how to resolve the tie, but doesn't bother. Greg was definitely first as he had three 1st places but Chris only had two. The club should have manually fixed up the results really.
