Yep, sounds like some kind of developer, IMO. Especially with such a long contract.
And to ask Council Members to abandon their agreement with the Feds (and to the citizens that they should be committed to serve), for the intended use of this property, this For Frofit organization could be a campaign contributor or offering to be one. (Or offering the elected officials more direct motivation for an approval of their request.)

This is why I'm suspecious of Politicians.

I'm writing this on Tuesday, mid-afternoon. I don't know what the outcome of today's meeting/hearing is.
I certainly hope I'm wrong and the Council did the right thing.
On the other hand, if they postponed this issue until a later date, I personally would find that suspect, because that means they find enough merit to the For Profit Organization's proposal to continue this, rather than keeping their committment to their agreement with the Feds and their own citizens.
