I mentioned what we call "Friends" groups that partner with our different parks to help offset the cost of running the programs.

Beaver Lake, Rosamond Gifford Zoo and Carpenters Brook Fish Hatchery all have Friends groups. Saint Marie museum is run entirely by volunteers.
There are options.
It's not to hard to get these votes pushed back if you can get just one councilor on your side.
