Offer to buy the building from them and maintain it using your own funds.

You guys obviously are organised (sailing programs), so you must also be able to organise private stream of revenue and take care of things yourself.

This is actually how sail clubs overhere do it. Local councils only hand out permits but we pay and maintain everything ourselves.
