Actually in the setup we have now both modes are possible and the seller decides which one it will be. So he or she can decide to keep the number or give it away with the boat and apply for a new number with the new boat (if it is an F16 again). The F16 class allows freedom in this respect. Some sub classes like the Taipan link sailnumbers to boatnumbers and force that the sailnumber change hands when the boat is sold. Other sub classes don't enforce this.

These two possible paths do not conflict with one-another and can fully coexist.
