First, it's hard to argue with the popularity of football (soccer) worldwide...but for me, if they scored more often it would make the game more exciting AND it would make the game much less sensitive to one bad ruling. When the teams are only scoring 1 or 2 points a game, one bad call can drastically change the outcome. If they're scoring 7 to 9 points per game, they have a chance to overcome the bad call.
