It's not one of the parameters that gets a correction....Portsmouth doesn't factor those because they are just insignficant in the noise of sailboat racing.
I disagree. At the bottom of the Portsmouth MH Modifications page there is a little zinger:
Any other deviations from standard class configurations, including the addition of wings, can be assessed a penalty of at least 0.995. Multiple deviations may incur multiple penalties. Penalties may be greater than 0.995. These can be added at the discretion of the Race Committee. For example, I solo-sail a boat whose class rules require a crew of two. I get assessed the 0.995 hit as well as the L4 (under class-weight). Double wammy. Better kiss up to the RC.
