I didn't have to join the Vic Mosquito Association to sail in their states and the Victorians could not have done more to encourage me to race.
I dont think it is a shift in liability issue, it is more to do with stopping one local from using young crews. I dont agree with it. I have done some research and the cut off for some clubs is 8 years old untrained crew or hold a YA Basic skills certificate. Seems about right to me.
I think the fastest sailor should win the states regardless of where they are from.
All this discussion on the forum isn't going to solve the immediate problem. Can I suggest that you phone Phil and ask him yourself about sailing in our states?
