I have observed fleets where everybody stakes out a spot on the start line and parks. Sailors will frequently stick a leg in the water to help stay stationary. That might be technically within ISAF's interpretation given that it does not propel the boat in any direction. I still think it's a gray area though, given that you can't scull to keep from moving astern (see rule 42.2(d)). Anchoring is legal, though, and you could argue that the leg is equivalent to a sea anchor.
