The form has to be submitted to the Class by the measurer, and the fee has to be received. I understand if there are a couple of little things left to fill out, like rudder weight or something minor. We'll get you squared away, but if you are MOST of the way there, go ahead and submit the form and PayPal the fee. If you bought a boat that has a completed form already, you just pay for a set of stickers. If your boat doesn't have a form and you never paid your measurer, you're on the hook for the whole fee.
