In order to handicap this properly and decide who is responsible for the seat being up or down, we need data on TIME the seat is used as well as FREQUENCY used.

A log-in/log-out chart on the wall above the toilet might be appropriate, including a check for "seat up" or "seat down."

Without good data, we are never going to solve this age-old argument between men and women.
