He's comparing factions that do not embrace the same "goal" being exclusionary - be it selling more boats or rating boats effectively. Texel could simply refuse to give Hobie a rating because they want to promote one design within Hobie built boats instead of supporting a system where many breeds of boats could race together (open class).
